More Aggressive Variable Bounding

For constrained linear problems, OptQuest now performs a more aggressive variable bounding procedure. Depending on the user provided variable bounds and constraints, this can reduce the size of the search space and significantly improve performance. This change will not impact problems that do not have linear constraints.

More Frequent Checks for User Initiated Stop Requests

For some cases, when a user requested stop was received by OptQuest there could be a delay of several seconds before the optimization process was stopped. In some very specialized cases, the delay could be much longer (up to several minutes). In this release additional hooks were added to the code to check for user requested stop that will reduce the delay between requesting a stop and the optimization stopping.
